Douglas R. Roulstone, CAPT USN (RET), BS, MS

Doug Roulstone is a retired Navy Captain who served on active duty for 27 years.  His commands include Helicopter Antisubmarine Squadron Twelve (HS-12), fast combat stores ship USS Supply (AOE 6), and the nuclear aircraft carrier USS John C. Stennis (CVN 74).  His awards include the Legion of Merit (3 awards), the Bronze Star, Meritorious Service Medal (2 awards), Air Medal, Navy Commendation Medal (with V for valor in combat) and the Navy Achievement Medal.

After retirement he was a co-owner and general manager of an aerospace manufacturing company with several contracts with the Department of Defense.  Later he founded and owned a distribution company based in Washington State and currently owns a restaurant.  He was appointed to the Washington State Legislature by the governor to fill an open seat.

Doug Roulstone has a Bachelor of Science degree in Oceanography from the U.S. Naval Academy and a Masters of Science degree in Systems Technology from the Naval Post Graduate School.  He is a graduate of the Armed Forces Staff College and Naval Nuclear Power School.

Troy C. Fuhriman, LLD, JD, MBA

Troy Fuhriman is an American who has lived and worked in South Korea for most of the past decade, including as director of international legal and strategic affairs for a global Korean dental implant manufacturer. He is a seasoned professional in structured finance, international trade and a wide array of business and government regulatory matters, from managerial, financial and legal perspectives. He served as an appointee of President Trump as part of the senior leadership at the Export-Import Bank of the United States (“EXIM”) in Washington, DC in 2017 and 2018.  At EXIM he filled the roles of acting chief banking officer and acting general counsel.

Dr. Fuhriman has also served as an attorney in the legal and compliance departments of a bulge bracket Wall Street bank, with an AmLaw 100 law firm’s business and finance transactions department in New York City, and at a leading Las Vegas law firm. He also served as a co-founder and officer of an optics R&D company which completed many contracts with the U.S. Department of Defense. He is licensed to practice law in New York, Nevada, and Washington State.

Dr. Fuhriman earned a doctorate in comparative law at Yeungnam University in South Korea. He also holds JD, MBA and BA degrees from Brigham Young University. He has also taught law, economics, and business courses for universities in the United States, Asia, and Europe.

Steve Herr, BS, MA, UCLA

Steve Herr has almost 20 years of international finance and project development experience. He is an infrastructure project developer and financier, who has been living in South Korea since 2010. He has been coordinating development and financing activities between Asia and the United States since the early 2000's. Working primarily in the energy industry, he specialized in utility-scale solar power projects as early as 2004. Since then, he has executed strategies that have led to almost 500MW of solar energy power plants in operation and almost a $1 billion in project financing. Mr. Herr has worked with private equity funds, venture capital funds, U.S. Export-Import Bank, and some of the largest global private companies. Prior to serving in the alternative infrastructure space, he founded a web technology company and was a neuroscience researcher with more than a dozen publications.  

Mr. Herr has received his B.S. in both Microbiology and Molecular Genetics and M.A. in Neuroscience under the Psychology Program from the University of California at Los Angeles (UCLA).
